I am pleased to introduce the OTC edition of Exploration & Production – Oil & Gas Review. Shortly before we went to press, Barack Obama announced that he intends to ease restrictions on offshore drilling in the US, in particular off Virginia and much of the Atlantic coast. Staying true to his election pledge to reduce US dependence on foreign oil, the decision may boost the country’s output, just as shale gas emerges as an important new, recoverable resource. In this edition, the security of the US energy supply is ably covered by Ted M Falgout, Executive Director of Greater Lafourche Port Commission, while Cesar Bartz from Subsea 7 reports on Subsea’s work in Brazilian waters. Our ‘Regional Focus’ section also looks at India, a hydrocarbon-poor country, with a study by MV Ramana and T Ramprasad from the National Institute of Oceanography, Goa, on gas hydrates in the Krishna–Godavari Offshore Basin. We are also pleased to publish work from Rocco Detomo Jr from Shell Nigeria on the Bonga 4D seismic survey. Contributions to our ‘Industry Outlook’ section include Emil D Attanasi from the US Geological Survey, looking at ‘Bitumen Price Volatility, Supply Chain Complexity, and Vertical Integration’, and we also present an important paper from Heather Lovell and co-authors from the University of Edinburgh on carbon standards and non-state actors. The international governance of emissions is now at the heart of the climate debate, and Dr Lovell casts interesting light on the role of non-nation-state actors in the post-2012 policy framework.
