Integration of Biodiversity Conservation within TOTAL Exploration and Production Activities in Indonesia

This article describes the approach of TOTAL Exploration and Production and specifically its subsidiary in Indonesia concerning the protection of biodiversity during oil and gas activities. It focuses on the management and action plans developed by TOTAL Exploration and Production Indonesia (TEPI), which are mainly driven by the group’s Health, Safety, Environment and Quality (HSEQ) charter and associated biodiversity policy. The plans for protecting the environment and specifically the biodiversity were developed according to three stages: (1) knowledge, (2) protection and, (3) contribution to scientific research. This three-step approach is embedded in an associated set of actions that have already been implemented for many years. Acquiring knowledge about the biodiversity is an indispensable preliminary to evaluating the sensitivity of a site that is likely to be impacted by any activity. TEPI has been operating for over 30 years in the eastern part of Borneo Island in areas of increasing sensitivity with respect to mangrove ecosystems, such as the Mahakam delta. Regular environmental baseline studies, including biodiversity surveys in the delta, enabled TEPI to obtain a knowledge of its surrounding environment and to witness the progressive changes occurring in the delta. Reducing significant impacts and conserving biodiversity are considered to be an integral part of sustainable development. With regard to the delta, over the past decades there has been a marked increase in the activities of the local population and in deforestation due to shrimp-culture development. TEPI has made significant efforts with environmental management actions to protect the mangrove ecosystem.


The programmes have involved local communities and other stakeholders such as non-governmental organisations (NGOs) and governmental bodies. Replanting mangrove is one of the first steps in the rehabilitation. Soil protection is also an important part of the process. The environmental programmes have also focused on soil decontamination to allow nature to reinvade impacted areas. Finally, contributing to the scientific knowledge about biodiversity is of mutual interest to both science and industry. The TOTAL group, through its Foundation for Biodiversity and the Sea, has supported the establishment of comprehensive inventories of the biodiversity in Asia, such as for the island of Panglao in the Philippines. TEPI has also helped local scientists to obtain a better understanding of the different deltas in Indonesia.


As a producer of energy from natural resources, TOTAL Exploration and Production learned early on how to operate with respect for the environment and with specific care for areas that are sensitive from a biodiversity standpoint. Protecting the biodiversity is part of the corporate environmental social responsibility of the company.1

of sustainable development, TOTAL Exploration and Production is optimising its activities and consolidating its performance over the long term. This determination concerning biodiversity protection is reflected in its own Health and Safety Executive (HSE) management system and in a series of different actions that have already been implemented for many years.1,2


The commitment to biodiversity


protection is applied at every stage of an exploration and production project, from the seismic acquisition, through the drilling and production phase until the end of the field’s life. To protect the environment and biodiversity, the company has developed a systematic and fixed approach based on the following three stages:


Claude-Henri Chaîneau has been at TOTAL Exploration and Production since 2001, and is in charge of environmental matters for projects in the Middle East. During his time at TOTAL he has spent three years in Indonesia. He has led environmental baseline studies, environmental impact assessment studies and environmental audits. In addition, since 2005, he has been working on biodiversity issues within TOTAL. For the Yemen LNG project, he joined the scientific team in


charge of coral monitoring. The results of this work on marine biodiversity have been published in SPE papers and in a recent book. Dr Chaîneau has more than 20 years of experience dealing with issues such as pollution, restoration and impact assessments and has published significant scientific papers on hydrocarbon biodegradation.

Jacques Miné is the Head of Service within the Environment Department at TOTAL Exploration and Production, and is in charge of environmental matters for new projects worldwide. He is also heavily involved in research and development programmes dedicated to biodiversity, particularly of deep sea fauna. He is also the TOTAL representative within the IPIECA/OGP Biodiversity Working Group. He began work at TOTAL Exploration and Production as part of the Helath and Safety Executive


team where he was in charge of leading environmental studies for new projects concerning North Africa, Central Asia and Angola. Prior to this, Mr Miné worked as a geoscientist for Elf Aquitaine for 16 years. He is a graduate of the Ecole Nationale Supérieure de Géologie (Nancy) and the Ecole Nationale Supérieure du Pétrole et des Moteurs (Rueil-Malmaison).

Juli Rusjanto is the Head of the Department of Environment and the Emergency Preparedness coordinator at TOTAL Exploration and Production INDONESIE. He is a member of the Indonesian Petroleum Association (IPA) and has supported the development of draft RPP and RPerMen (Indonesian environmental regulations) for the clear implementation of the stringent law/acts – 2009 UUPPLH, and is actively involved in discussions with the relevant regulators to


advocate the new regulation, so that oil and gas operations can run smoothly while complying with the prevailing regulations. He was appointed as a member of the National Oil Spill Advisory by BPMIGAS (which supervises the Production Sharing Contracts in Indonesia). He has more than 21 years of Health and Safety Executive experience working in the oil and gas sector, coal mining and refinery. He has a diploma in occupational health and safety.
